No Insurance in RTA Accident - whats the unisured drivers rights? UK LAW ONLY?

I tried to overtake a vehicle on a narrow country road. I made slight contact with the other vehicle. The other driver turned out to have no insurance. The accident was entirely my fault. What rights does the uninsured driver have. Can he claim against me for vehicle repairs and personal injury? Do I have the upperhand as being the only insured party? I was advised to accept no liability and take out a Civil BIll against him for my loss and injury..... I want to know what his rights are 1st and foremost.....Thanks Again
