How was New Orleans Founded?

I need to know how New Orlans was founded for a spanish project, because it had something to do with a spaniard.. i can't find much research aboutt his. Will someone please tell me? haha, i know it had something to do with France sending over criminals and prostitues to live there, and then it was colonized.. elaborate?
