How do you get State's Atty. to prosecute a crime if they don't work on it?

Criminal case was opened 2yrs.ago w/State's Atty.Elder Abuse because Mr.X stole inheritance by fraud forgery of doc. to change beneficiaries. Mr.X had help of atty.(an ex-prosecutor). Can't prosecute Mr.X w/out atty. Nothing done on case. How can I get them to prosecute if they are protecting the atty., their old-boy buddy? That's what I think is going on. Any ideas? Do I have to forget about nailing them so they can still have lunch in a men's club?
