Idk if I have dandruff or dry skin?

Well .. ok, I have dry hands. Now its getting to my head. Sometimes if I don't itch it there will be buildup of dead skin and alot of tiny flakes on dandruff, like a grain of sand. I feel really embared. Is this dandruff or not?
